Heat a large pot on high and pour in the chicken broth, water, crushed garlic clove, chopped parsley, a quarter of the chopped onion, tomato sauce, crushed red pepper flakes, and some fresh black pepper. Bring it all to a boil, then let it simmer gently for about 5 minutes.
While that’s happening, mix together the ground turkey, Parmesan cheese, egg, the rest of the garlic and onion, the remaining parsley, breadcrumbs, salt, and pepper. Roll this mixture into tiny 1-inch meatballs—you should get about 36 of them!
Carefully drop the meatballs into the simmering broth and cook for about 3 minutes. Then add the pasta and cook according to the package instructions.
Once the pasta is ready, stir in fresh basil, taste and adjust the salt and pepper, and serve with a generous sprinkle of grated Parmesan cheese.
