Preheat your oven to 350 degrees Fahrenheit.
Grease an 8x8 inch baking dish with cooking spray.
Dust a little flour onto your fingers and use it to separate the cookie dough. Press the sugar cookie dough evenly into the bottom of the prepared baking pan.
Bake for 12 minutes, then remove the pan from the oven and let it cool for 10 minutes.
While the cookie crust cools, in a mixer bowl, combine butter, sugar, salt, and flour until well mixed.
In a separate bowl, whisk together the eggs, vanilla extract, lemon juice, and lemon zest until smooth.
Pour the egg mixture into the flour mixture and beat at medium speed until smooth and creamy, about 2 minutes.
Carefully spread the lemon brownie batter evenly over the cooled cookie dough (the dough may still be warm and slightly movable).
Bake for 25 minutes, until the edges turn golden and a toothpick inserted in the center comes out clean.
Cool the brownies before serving. Optionally, sprinkle powdered sugar on top for added flavor. Enjoy!
